The International Federation
of Olympic Numismatics (F.I.N.O.)

The
"F¨¦d¨¦ration Internationale de Numismatique Olympique",
better known as FINO, is an official Olympic
Federation founded by the president of the IOC on 24 March, 1993.
Headquartered in Lausanne, Switzerland,
its purpose is to bring together people and organisations with an
interest in Olympism, pursuing this interest
through the collection and study of coins, bank notes, medals and
tokens.
Article 1
The International Federation of Olympic Numismatics (F.I.N.O.), with
headquarters in Lausanne, Switzerland,
is established under the patronage of the International Olympic Committee
(IOC). F.I.N.O. is subject to the
laws of Switzerland. A supplementary location could be established
for the secretariat.
Article 2: Objectives of F.I.N.O.
a) Advance the knowledge of Olympic
numismatics along educational, historical and scientific lines in
all its
various branches;
b) Assist in the eventual formation
of National Olympic Numismatic Associations whose aims and objectives
would be similar to those of F.I.N.O.;
c) Unite under one organisation
all the National Olympic Numismatics Associations and individual Members
d) Promote Olympism and its ideals
with the collaboration of the International Olympic Committee;
e) Promote, throughout the world,
interest in Olympic coins, medals, tokens, bank notes and all numismatic
material concerning Olympism, the Olympic Games and the different
sports recognised by the IOC and being
part of the Games.
f) Assist in bringing about better
co-operation between all persons interested in the coinage, circulation,
classification, collection, sales, exhibition, use and preservation
of all Olympic and sports coins, medals,
tokens and, bank notes and telephone cards;
g) Acquire and disseminate trustworthy
information bearing upon these topics;
h) Promote the exchange of information
and friendship among Olympic numismatists worldwide;
i) Act as a resource for the IOC
to assist Organising Committees with advice, when required, for the
host city's
coin programmes;
j) Promote Olympic numismatic expositions
both international and national;
k) Participate in selected numismatic
shows, ideally one per year, in either Europe, North America or Asia.
l) Promote and facilitate the participation
of the Organising Committees of the Olympic Games, be they Winter
or Summer, at all Olympic numismatic exhibitions and shows;
m) Assist the Olympic Museum in
selecting, cataloguing, maintaining and exhibiting all numismatic
coins,
medals, tokens, bank notes, and telephone cards;
n) Assist the Olympic Museum in
selecting and obtaining publications pertaining to coins, medals,
tokens and
bank notes so that these can be available through its library to all
members who wish to further research in
this field;
o) Issue a newsletter periodically
through print and electronic media which will inform members, Organising
Committees, National Olympic Committees, International Federations,
numismatic distributors and sales
outlets of the activities of F.I.N.O. and the National Olympic Numismatic
Associations that are members of
F.I.N.O.;
p) Communicate with mints, numismatic
dealers and central banks to keep them informed of applicability and
changes to the Olympic Charter to numismatic products that bear any
Olympic Marks;
Article 3: Members
a) Members of F.I.N.O. will be national
numismatic associations, Medallic Associations, Banknote
Associations or their chapters that have been specifically founded
to further the development, education and
interest in Olympism.
b) Individuals may be Members wherever
National Numismatic Associations have not been established.
c) Organisations whose objective
is to manufacture or sell coins, medals, tokens or bank notes may
become
Members.
d) Each category of collectible;
coin, medal, token or banknote, may have a national association and
each
maybe a member of F.I.N.O.
e) Each National Association must
be duly founded, have an executive committee, approved by-laws and
an
active membership.
Article 4: Equality of members
All Members have the same rights within the
Federation.
Article 5: Admission of members
a) The acceptance of Members is
the responsibility of the executive committee. Application for membership
must be submitted in writing to the F.I.N.O. executive committee,
which will determine the suitability of the
applicant taking into account its activities to promote Olympism.
b) The F.I.N.O. executive committee
may request any information or guaranty that it considers necessary
and
shall not have to justify its decision, which will be considered final.
Article 6: Dues and Funding
a) The National Numismatic, Banknote
and Medallic Associations may not be required to pay dues for
membership in F.I.N.O.
b) Individual Members as well as
organisations who market and sell Olympic coins, medals, tokens and
bank
notes may be required to pay a nominal fee to cover the costs of providing
membership identification and
news letters.
c) Funding for F.I.N.O. shall be
allocated from royalties and revenues received by the IOC from the
sale of
numismatic products.
d) The F.I.N.O. executive committee
shall submit an operational budget to the IOC annually for approval.
Article 7: Termination of Membership by National Associations
a) A member may resign by requesting
to do so through a written submission to the F.I.N.O. executive
committee.
b) The F.I.N.O. executive committee
may terminate any membership upon formal advice to the member of its
intended actions and the reasons for these.
c) The end of a National Association's
activities.
Article 8: Management structure of
F.I.N.O.
a) The Management of F.I.N.O. comprises
a president and an executive committee.
b) The president of the IOC is the
president of F.I.N.O.
c) The Executive Committee is appointed
by the CCO (Commission des Collectionneurs Olympiques).
Article 9: F.I.N.O. Executive Committee
a) The Executive Committee is charged
to manage and administer F.I.N.O. while observing and causing to be
observed the present rules.
b) The term of any member of the
Executive Committee will, unless otherwise decided by the president,
be
four years.
c) Any member of the Executive Committee
may be reappointed to serve further terms.
d) The Executive Committee has the
authority to establish any rules required to manage in an orderly
fashion
the activities of F.I.N.O.; it decides on the admissibility of new
members; it supervises the activities of the
members and monitors their progress towards the pursuit of Olympic
ideals and their support for F.I.N.O.
objectives.
e) The Executive Committee is convened
by the president, or in his absence, by the vice-president who
determines the date, the place and the agenda for the meeting. The
quorum for executive committee meetings
will be met if more than one half of the appointed members is present.
The chairman of these meetings will
be the president of F.I.N.O. or, in his absence, the vice- president.
The decisions are taken on a majority vote
and in the case of a tie, the vote of the chairman will be decisive.
Article 10: President and Executive Committee
a) The president represents F.I.N.O.
in all its activities; in the event of his absence, he will be replaced
by the
vice-president.
b) The executive committee member
appointed as secretary will ensure that all minutes from assembly
and
executive committee meetings are properly recorded.
c) In principle, the members of
the executive committee discharge their responsibilities gratuitously.
Expenses
incurred for F.I.N.O. activities by the members, approved by the executive
committee vice president, will be to
the account of F.I.N.O.
Article 11: Collaboration with the
IOC
The F.I.N.O. declares that it will collaborate closely with the International
Olympic Committee and will respect
the Olympic charter.
Article 12: Modification of the Rules
The statutes stated herein may only be modified
by a decision of the CCO
Article 13: Dissolution of F.I.N.O.
a) F.I.N.O. may only be dissolved
by a decision of the C.C.O.
b) Any residual funds in the F.I.N.O.
budget will be deposited to the IOC account.
Article 14: Interpretation
a) In the present statutes, Members
mean the legal representatives (presidents or their delegates) of
the
adhering national associations.
b) The English text of the present
statutes prevails in the event of different linguistic interpretations.
c) The interpretation of the present
statutes will, as precedence, take into consideration the current
Olympic
Charter.
