The People's Republic of China was
founded on Oct 1st 1949. It is prescribed in The Common
Guiding Principles of Chinese People's Political Consultative
Conference that the National People's Congress is the
organ of state power, which functions the right of legislation,
supervision, appoint and remove governors through voting,
as well as decisions on important proceedings; Chinese
People's Political Consultative Conference provisionally
exert the authority of the National People's Congress.
In 1953, political power at the gross-roots level convened
the people's congress by levels on the basis of general
elections. The convene On Sept. 15th 1954, the first session
of the National people's Congress was convened, it symbolizes
the complete establishment of the state power system which
based on National People's Congress. China's long-term
revolutions and constructions indicates that the implementation
of the democratic centralized National People's Congress
is the desirable organizing form of state power, which
characterizes Chinese characteristics, tally with the
situation of China, suitable for Chinese people's democratic
dictatorship and the construction of socialist modernization.
In commemoration of the 50th anniversary of the system
of the NPC, The People's Bank of China will issue the
50th Anniversary of the System of the National People's
Congress of China Commemorative Gold and Silver Coins.
